Project Abstract

The project objectives are aiming to develop and to implement adaptive strategies and routine procedures of quality university management. The project connects both the political level in terms of qualification framework represented by the Syrian Ministry of Higher Education and Damascus University functioning as model university, and inside of it, two internal-university levels, the Quality Assurance Department and the “Model”-Faculty of Agriculture focusing on the definition of academic quality standards and their evaluation. The newly developed concepts, experiences and empirical findings by the project will be discussed at the same time with the other three state universities in Syria as well as with the private university at Kalamoon to initiate a similar development process during the project life.

Project Outcomes

1. Regulatory legal frame of higher education
Support process of development of the National Qualification Framework and accreditation systems for academic study programs according to international standards.
2. Mission statement for Damascus University
Development of a mission statement for Damascus University approved by the university council.
3. Quality management and organizational development
Implementation of quality assurance and evaluation structures as central strategies of quality management at selected university levels. Evaluation-based organizational development according to international standards in higher education management.
4. High quality academic standards
Definition of standards for selected study programs by a commission of faculty members and international experts.
5. Evaluation of study programs
Preparation of concepts for study program evaluation based on the defined standards (outcome 4). Outcomes 4 and 5 will be exemplarily started at the pilot facultiy Agriculture, Damascus University.
6. Dissemination
Dissemination of project results and outcomes includes all faculties of Damascus University as well as the other Syrian Universities involved in the project. Furthermore project experiences will be published in a handbook in English and Arabic language.
7. Sustainability
Changes in the organizational sturcture of the university, study programs and quality management procedures will be approved by the Syrian Ministry of Higher Education.
8. Quality control and monitoring
Regular exchange of information and experiences between all consortium members. Development of a project monitoring and evaluation system.
9. Project management
Project teams will be implemented, assigned to the project outcomes. All project activities are aligned by the consortium partners in regular project meetings and coordinated by the responsible project team.
